I have the same element in one of my shells and I checked the wiring and you
have it right. I would guess that there is a connection/soldering issue.
Because soldering those elements can be dangerous to the element's health, I
would first try to touch a wire to the right contact and the tip. It may be
that the current connection is shorted somewhere. If so I would re-solder
the wires being careful not to heat the contact on the element too much.
